Here is a great craft for toddlers, they love this one!

STICKY COLLAGE

Small can or plastic container
Scissors
Assorted kinds of tape(masking, cellophane, colored, and so on)
Construction paper
Colored lables and dot stickers

Turn the can or container upside down and use it as a tape holder. Cut or tear off various lengths of tape of different types and colors, and place them around the edges of the tape holder so your child can pull them off easily. Show your child how to pull off a piece of tape and stick it onto the paper. Let him/her add colored labels and dot stickers to the collage.

Also, I would suggest playdough. Toddlers just love the playdough, you can never go wrong with it! Especially the homemade kind, if they get a little in their mouth it is not the end of the world!
